WTO Accession and SPS project.Deliverables:

·Capacity building WTO Accession and Sanitary & Phytosanitary Measures.

·Preparation and delivery of tailored SPS training materials to sectoral workshops: plant protection workshops, animal health workshops, public health and food safety workshop, customs workshop, import-export workshop, biosecurity workshops.Sectoral training covered: key provisions of the WTO’s SPS Agreement, WTO jurisprudence, setting up and implementing the transparency provisions (national notification and enquiry point).

·Additional general training on WTO Covered Agreements and jurisprudence, including goods (customs, trade facilitation, NTBs, technical barriers to trade, standards) and services.

·Two outreach activities: delivered training on WTO Accession to parliamentarians and private sector/NGOs.

·Review of Plant Protection, Animal Health and Food Safety Laws and developed legal inventory and audit of laws and regulations relevant to the WTO’s SPS Agreement.Advised on legal reforms needed for WTO consistency and presented drafting proposals to the Attorney General’s office.Also extended legal reforms to fisheries laws and trade taxes (for prohibited and restricted lists).Updated WTO WT/ACC/8 (SPS/TBT Checklist).

·Five day workshop on SPS (4 days national training and 1 day national validation).

·Communications materials: press releases, tailored WTO Accession booklet.

·Action Plan on how to improve SPS measures with clear timelines and recommendations.

Drafted Proposal and Terms of Reference with Pacific Islands Private Sector Organisation (PIPSO).Managed the procurement process and monitored deliverables (upstream studies and interventions on the enabling environment, capacity building and support of PIPSO to improve the region’s trade and investment regime).

Established PPP, public-private-sector-NGO, partnerships. Launched “ZANTRADE – a trade diagnostic creating an enabling environment for poverty reduction”. Established and co-chaired 7 “ZANTRADE” workstreams:

1). Trade Policy Review;

2). Trade Development (traditional & non-traditional products, inc privatisation of spice industry);

3). Export Promotion (worked with SME’s to engage in Trade Fairs: Tanzania, East Africa, International; hosted international Chambers of Commerce and potential investors for the first time; established partnerships with international trade centres);

4). Tourism & Natural Resources (value chain analysis and positioning of intermediary organisations within the value chain for tourism);

5). Fair Competition & Consumer Protection (including TRIPS, Trade Remedies & Anti-Dumping, approximation of Competition Laws with mainland Tanzania and East Africa);

6). Trade Negotiations (SADC, EAC, NETT (EPA)); and

7). Planning, Economics & Investment (tax/tariff/duty exemption harmonisation; SME development; local development and better communities and aid/donor co-ordination with Tanzania).
  • Advised and represented Zanzibar in EAC governmental meetings (at Trade Minister and Technical level), Arusha, Tanzania.

Drafted WTO Accession audit, compliance audit and legislative action plan. Delivered workshops on WTO covered Accords, SPS, TBT and TRIPS.Facilitated workshops and drafted checklists and action plans on SPS and TBT (WT/ACC/8) and TRIPS checklist (WT/ACC/9).Audited tourism positioning paper.Drafted Seychelles position on a Tourism Reference Paper.
